The patent is titled “CPUID for backward compatibility”, which says just about all one needs to know about it. Essentially, it’s for backwards compatibility for games of older generation consoles; a feature that the PS4 console is severely lacking.
Diving into the details, it describes the ability of the CPU in the new console to mimic the CPU of legacy devices. This allows games for previous generation consoles to run on the new one, thinking it’s still running with familiar hardware. But as with all patents, we don’t know if it will be making its way to consumers.
